Ukraine moves to expand mobile coverage with new law aiming for 98% connectivity by 2030

Ukraine has taken a major step toward closing its digital gap, as President Volodymyr Zelenskyy signed Law No. 4321, designed to simplify and accelerate the construction of mobile networks across the country. The goal, according to the Ministry of Digital Transformation, is to ensure 98% of the population has access to quality mobile coverage by 2030.

While mobile service in Ukraine has improved significantly in recent years, some rural areas and stretches of highway still suffer from poor or nonexistent connectivity. This not only disrupts daily communication but can also prevent people from calling emergency services — a serious concern for public safety.

The newly adopted law aims to address these gaps by removing legal and bureaucratic barriers that previously slowed down network expansion. Under the new legislation, mobile operators will benefit from several key changes:

  • Faster land allocation: Operators will now be able to access state and municipal land in around three months — half the time it previously took.
  • Simplified site placement: Base stations can now be installed on land owned by others without changing its intended use, thanks to updates in the rules around land easements (servitudes).
  • Deployment of mobile base stations: Operators will be able to place temporary, mobile base stations to quickly restore connectivity in de-occupied areas. Until now, the absence of clear regulations made such deployments risky and subject to removal.

These changes are expected to significantly improve access to mobile internet in rural regions, expand 4G coverage along roads — which is crucial for both safety and tourism — and speed up the restoration of service in liberated territories.

To ensure the system isn’t abused, the simplified procedures will only be available to telecom companies listed in the official register of electronic communications providers, which is maintained and regulated by the National Commission for State Regulation of Electronic Communications (NCEC).

The Ministry of Digital Transformation expressed gratitude to the President, Parliament, the Parliamentary Committee on Agrarian and Land Policy, and the Committee on Digital Transformation for their support.

"We are working to ensure that every citizen, no matter how remote their location, has access to quality mobile communication and internet," the ministry stated.
