Ukraine signs agreements in Rome to attract €3.55 billion for recovery and reconstruction

At the Ukraine Recovery Conference in Rome, the Ministry for Communities and Territories Development signed agreements, memorandums, and joint statements to attract €3.55 billion in funding.

The ministry announced this on Facebook.

"URC 2025 served as a platform to present concrete recovery results, effectively manage investments, launch new public-private partnership tools, and strengthen trust in Ukraine as a reliable partner. We received a clear signal from Ukraine’s friends and partners: they are ready to invest in our recovery. This is evidenced by the initiative to create a 'Recovery Coalition', a European flagship fund for Ukraine’s reconstruction, as well as the signing of a number of concrete agreements, memorandums, and joint statements totaling over €3.5 billion," emphasized Oleksii Kuleba, Deputy Prime Minister for Ukraine’s Recovery and Minister for Communities and Territories Development.

Specifically, the Ministry signed 5 agreements totaling over €370 million, including:

  • With the Council of Europe Development Bank for €100 million in compensation for war-damaged housing as part of the eRecovery program;
  • With the Government of Italy for €32.5 million under the Restoration and Preservation of the Cultural Heritage of the Odessa Region program;
  • With the Government of Italy for €6 million for the Restoration and Reconstruction of Irrigation Systems in Odessa Region;
  • With the European Investment Bank for €134 million for the Restoration of Transport Networks project;
  • Approval of Amendment No. 3 to the grant agreement between Ukraine, IBRD, and IDA for $116 million under the RePower project. It focuses on restoring electricity and heat supply to social and critical infrastructure in Mykolaiv, Kryvyi Rih, Kremenchuk, Slavuta, Kharkiv, Chernihiv, and Sumy.

 

 

Additionally, 6 memorandums were signed totaling about €379.3 million:

  • With the Belgian development agency Enabel and its Ukraine office — Belgium will provide Ukraine with 212 generators for schools, kindergartens, and public utilities, 40 mobile and 14 modular boiler houses. The total assistance is estimated at €150 million;
  • Between the Ministry, Ukraine’s Ministry of Education, and the Swiss Foreign Ministry, represented by the Swiss Agency for Development and Cooperation, for the second phase of the DECIDE project. Around €20 million will support education governance reform in communities, youth engagement, and decentralization;
  • With the EBRD as part of the Road Sector Pipeline Development Initiative. Possible funding of €300,000 to develop technical documentation and prepare a major investment program. A priority road recovery project list will be created, potentially worth €2 billion;
  • Between the Ministry, the Recovery Agency, and the Polish Industrial Development Agency — possible funding of €200 million for reconstruction of the Yahodyn checkpoint, road bypass around Lviv, and the Krakivets–Lviv–Shehyni highway;
  • Between the Ministry, the Recovery Agency, and NPLUS SRL (Italy) for a pilot project to monitor the condition of bridge infrastructure (Boryspil direction). Potential funding: €2 million;
  • Between UkSATSE (Ukrainian air navigation service provider) and Leonardo S.p.A. and ENAV S.p.A. (Italy) — includes free provision of five primary radar systems and associated equipment to restore basic air surveillance functions. Potential funding: €7 million.

Furthermore, 4 joint statements, 1 grant announcement, and confirmation of funding allocations were made totaling €232.7 million, including:

  • Between the Ministry, the Italian MFA, and EBRD for an additional €100 million in compensation for destroyed housing via the eRecovery program;
  • Between the Ministry and EBRD to implement the Optimization of the Compensation Process and Institutional Capacity Building project for €10.7 million;
  • Between Ukrzaliznytsia and EBRD for a €44 million grant to establish a decentralized gas generation network for energy independence;
  • Between Ukrzaliznytsia and EBRD for a €10 million grant to improve accessibility of railway stations for people with disabilities, elderly passengers, parents with children, and other low-mobility groups;
  • A €35.5 million grant announcement by the Dutch Minister for Foreign Trade and Development Cooperation for a new city hospital project in Zhytomyr;
  • The Italian Steering Committee approved a €30 million loan for reconstruction of the Odessa Children’s Hospital and €2.5 million in technical assistance for medical equipment.

Additionally, the Ministry signed a memorandum with the Italian MFA to provide up to 100% insurance coverage for banks on export credits of up to €1.5 billion. This opens up opportunities for blended financing of projects for communities — combining concessional loans and grants, as well as procurement of Italian goods and services for recovery efforts.
