First Deputy Minister of Defense of Ukraine, Serhiy Boiev, took part in the third session of the Operational Force Development Framework Conference (OFDeF), which was held in Poland. The event brought together over 300 participants from Ukraine, NATO, the EU, and allied nations. The first two sessions were held in September 2024 and February 2025.
The OFDeF aims to provide Ukraine’s partners with a critically important platform for receiving up-to-date information on the progress of international support for Ukraine’s Armed Forces and coordinating joint efforts.
Boiev briefed partners on the current status of supplying Ukraine’s Defense Forces with necessary equipment — the volume of military aid, the speed of delivery, and fulfillment of commitments.
He also presented Ukrainian defense industry projects in need of additional funding, emphasizing their potential for scaling within the broader European defense production ecosystem.
“Ukraine has transformed its defense industry. But to win this war of industries, we need consolidated decisions and the development of a shared defense sector,” Boiev told conference participants.
He emphasized Ukraine’s considerable experience in drone manufacturing and expressed readiness to share this expertise with allies, including through the creation of joint ventures. Ukrainian drones, he noted, are proven in combat, adapted to modern warfare, and significantly more cost-effective.
Among Ukraine’s most critical needs, Boiev highlighted munitions of various calibers, air defense and missile systems to protect the civilian population, critical infrastructure, and towns and cities.
He praised the efforts of capability coalitions in delivering key weapons and shaping the future strategy of Ukraine’s Defense Forces. Boiev also stressed the importance of the NATO Security Assistance and Training for Ukraine (NSATU) Mission and the NATO-Ukraine Joint Analysis, Training and Education Center (JATEC), which are playing key roles in enhancing Ukraine’s frontline capabilities and transforming unique combat experience into tangible results and innovative solutions.
“The future of the democratic world is being decided in Ukraine. It is our shared responsibility to act systematically, at scale, and without delay. Thank you for 11 years of support — but now we need it more than ever,” Boiev concluded.
