Ukraine and the Council of Europe Development Bank (CEB) have signed a Framework Loan Agreement worth €50 million under the project “Housing for Internally Displaced Persons.” The funds will enable Ukrainians who lost their homes in occupied territories to receive concessional long-term loans to purchase new housing in territories controlled by Ukraine.
The signing ceremony was attended by Ukraine’s representative on the CEB Administrative Council, Deputy Minister of Finance Olga Zykova; Ukraine’s Deputy Prime Minister for Reconstruction and Minister for Communities and Territories Development Oleksii Kuleba; First Deputy Minister of Communities and Territories Development Aliona Shkrum; Deputy Ministers Marina Denysiuk and Nataliia Kozlovska; and CEB Managing Director Carlo Monticelli.
The signing took place online.
The agreement was signed on behalf of Ukraine by Deputy Prime Minister Oleksii Kuleba and on behalf of the Bank by Managing Director Carlo Monticelli.
Deputy Minister of Finance Olga Zykova expressed gratitude to the Bank’s leadership and team for their cooperation with Ukraine, which supports the government in implementing important social projects.
“Thanks to the support of the Council of Europe Development Bank, over 2,700 internally displaced families were able to obtain housing in 2024. I am grateful to the Bank for this significant contribution to Ukraine’s recovery and reconstruction and to ensuring a decent life for our citizens. Today’s signing of the Framework Loan Agreement continues our successful cooperation and confirms our shared commitment to systematic support for the most vulnerable groups of the population. This aims to provide housing for Ukrainians forced to leave their homes due to the war,” Zykova emphasized.
She added that with the allocated funds, internally displaced persons will be able to access concessional long-term loans, enabling them to buy homes in safe regions of Ukraine.
It is expected that more than 1,100 families will be able to benefit from this mechanism as early as 2025.
As a reminder, in 2024 Ukraine already received €100 million from the CEB through the HOME project, which provided compensation in the form of housing certificates for homes destroyed during hostilities.
