As of the end of September, 4.2 million non-EU citizens who fled Ukraine due to Russian aggression held temporary protection status in the EU.
By the end of August, the EU counted 4.16 million Ukrainian refugees with temporary protection, with an increase of 33.71 thousand in September, according to Eurostat data.
Germany registered the highest number of Ukrainian refugees granted temporary protection (1.13 million people; 26.9% of the total in the EU), followed by Poland (979.84 thousand; 23.3%) and the Czech Republic (378.48 thousand; 9%).
In September, the number of refugees with temporary protection grew the most in Germany (up by 7,005; +0.6%), Poland (up by 4,645; +0.5%), and Spain (up by 3,179; +1.5%). It decreased slightly in France (down by 570; -0.9%) and Italy (down by 10; -0%).
Relative to population size, the highest rates of temporary protection per thousand residents were observed in the Czech Republic (34.7), Lithuania (28.1), and Poland (26.8), compared to an EU average of 9.3 per thousand.
As of September 30, Ukrainians represented over 98.3% of those granted temporary protection.
In terms of demographics, adult women made up nearly half (45%) of temporary protection beneficiaries in the EU, children accounted for almost a third (32.3%), and adult men slightly over a fifth (22.7%).
Notably, the proportion of men among Ukrainian refugees is rising—from 18.8% in the spring of 2023 to 20.7% by the end of the year. In July, the National Bank of Ukraine revised its migration forecasts, predicting an outflow of 400,000 people in 2023 and an additional 300,000 in 2024.
By the end of 2023, 4.3 million Ukrainian citizens held temporary protection status in the EU.
Additionally, since July 2024, Germany has removed 236.93 thousand Ukrainians from refugee registries for temporary protection, as they either obtained other legal residence statuses or left the country.
