The Minister of Health of Ukraine, Viktor Liashko, held a meeting with Pierre Elbronn, Special Representative of the President of France for Assistance and Recovery of Ukraine, where they discussed ongoing and new areas of cooperation and signed two agreements under the framework of intergovernmental partnership.
Also participating in the discussions were Deputy Minister of Health of Ukraine Edem Adamanov, Mayor of Nizhyn Oleksandr Kodola, representatives of the French Embassy, the international initiative FrenchHealthcare, as well as the companies GE Healthcare and Ellipse Projects.
“Since the beginning of the full-scale invasion, France has remained a reliable partner of Ukraine in healthcare. We are sincerely grateful to the people of France and all French partners for their consistent and systematic support, which allows us to restore and develop the healthcare system, support communities, and save lives even under the most challenging conditions. During the Ukraine Recovery Conference – URC2024 in Berlin, the governments of Ukraine and France signed two framework agreements to strengthen cooperation, which were later ratified by the Ukrainian parliament. Today, we are giving a practical start to important initiatives: equipping our hospitals with high-tech equipment for breast cancer diagnostics and treatment, and constructing a modular hospital in Nizhyn based on a local medical facility. Investment in healthcare is an investment in the life and health of Ukrainians,” said Viktor Liashko, Minister of Health of Ukraine.

During the meeting, the parties signed two agreements aimed at enhancing the capacity of Ukraine’s healthcare system under wartime conditions.
The first agreement provides for the supply of high-tech medical equipment to modernize breast cancer diagnostics and treatment in Ukrainian hospitals. This includes 25 mammography systems and their IT infrastructure. The supplier is the French company GE Medical Systems. In addition to equipment delivery, the agreement covers installation, training of medical staff, a five-year warranty, logistics, and insurance. The total cost of the project exceeds 11.6 million euros.
The second agreement involves the construction of a modular hospital in Nizhyn based on a local medical facility. The document provides for creating a fully functional hospital, including design, supply of medical equipment, construction works, installation, and commissioning. The initiative is implemented by Ellipse Projects SAS in partnership with the Ministry of Health and the Nizhyn Central City Hospital. The total cost of this project is 35 million euros.
Both projects are carried out under the ratified framework agreements between the governments of Ukraine and France, signed during the Ukraine Recovery Conference (URC) 2024 in Berlin.
Overall, under the Ukrainian-French healthcare partnership, a number of large-scale projects are already being implemented, covering the development of rehabilitation services, emergency care, digital solutions, and technical modernization of hospitals. In this context, the parties discussed the implementation status of seven healthcare agreements totaling over 51 million euros, carried out under the Grant Intergovernmental Agreement between the Government of the French Republic and the Government of Ukraine.
Among other achievements, the largest training and production prosthetics center in Ukraine has been established in Lviv, while work continues on the creation of prosthetic microclinics in Poltava and Bila Tserkva. The supply of X-ray machines, ultrasound systems, intensive care equipment, and telemedicine networks is also ongoing. Additionally, plans include constructing a children’s rehabilitation center in Vinnytsia and renovating the rehabilitation department at the municipal hospital in Ladyzhyn.
Work is also underway to deploy telemedicine networks: 80 stationary systems (LIMSTAR) and 62 mobile solutions (FMC) have already been delivered to medical institutions for testing. Simultaneously, 120 mobile X-ray machines are being supplied, 36 of which have already been handed over to healthcare facilities.
Primary and specialized healthcare institutions have already received 150 modern ultrasound systems capable of operating even in field conditions. In addition, the delivery of 700 pieces of intensive care equipment (defibrillators and monitors) and 230 high-tech rehabilitation units for injured patients is ongoing.
