Ukraine opens access to over €908 million in EIB funding for reconstruction projects

The Ministry for Communities and Territories Development has signed a letter amending financial agreements with the European Investment Bank (EIB). This step will make €908 million available for the restart of projects aimed at restoring critically important infrastructure damaged by Russian aggression.

The total amount of EIB guarantees under the new Ukraine Investment Framework (UIF) mandate is €2 billion. The process for accessing funds has been streamlined: projects are now consolidated and approved jointly, significantly accelerating access to financing.

The document was signed by Ukraine’s Vice Prime Minister for Reconstruction and Minister for Communities and Territories Development, Oleksiy Kuleba, in accordance with a decree from the President of Ukraine.

The resumption of project financing was made possible through the Ukraine Facility, a mechanism developed by the European Union on February 29, 2024. This tool provides Ukraine with dedicated financial guarantees, ensuring continuous funding for key investment projects.

Funds will be allocated to the development of critical and social infrastructure, improving energy efficiency, and enhancing the transport network. The new agreement will continue financing for projects including:

  • Ukraine Municipal Infrastructure Development Programme
  • Ukrainian Railway Modernization Project
  • Emergency Credit Programme for Ukraine’s Recovery
  • Urban Public Transport Ukraine
  • Urban Public Transport Ukraine II
  • Transport Connectivity in Ukraine Phase I
  • Energy Efficiency of Public Buildings in Ukraine
  • Ukraine Recovery Programme

The signing of this agreement represents a crucial step toward financial stability and reconstruction in Ukraine. With these new funding opportunities, Ukraine will be able to effectively restore war-damaged facilities while continuing its path toward European integration, creating conditions for improved public welfare and sustainable development
