From March 24 to 26, 2025, the first meeting of the Intergovernmental Negotiating Committee on the international treaty for the establishment of the Claims Commission for Ukraine took place in The Hague, Kingdom of the Netherlands. This marked the beginning of multilateral official negotiations on the creation of the Commission following four preparatory meetings held since July 2024.
The Ukrainian delegation included representatives from the Ministry of Justice of Ukraine, among others.
During the meeting, participants reviewed an updated draft of the international treaty that will establish the Claims Commission. The negotiations involved in-depth discussions on key aspects of the Commission’s mandate, operational modalities, organizational structure, and other issues related to its functioning.
More than 50 states from all continents, as well as the European Union and the Council of Europe, took part in the first round of negotiations.
It is worth noting that the Claims Commission for Ukraine will become the second integral component of the international compensation mechanism. It will review claims submitted to the international Register of Damage caused by the aggression of the Russian Federation against Ukraine and determine compensation amounts for the victims.
The next meeting of the Intergovernmental Negotiating Committee on the international treaty for establishing the Claims Commission for Ukraine will take place in May 2025. Ukraine aims to finalize the treaty by the end of the year.
