The Register of Damage caused by the Russian Aggression against Ukraine (RD4U) has announced the opening of the application process for compensation for damages caused by Russian aggression.

The Register of Damages will begin its work gradually. From April 2, 2024, the acceptance of claims will start in one category - damage or destruction of residential real estate.

Other categories will be launched throughout the year, but many of them, especially those related to claims from individuals most affected by the war and claims related to damage or destruction of Ukraine's critical infrastructure objects, will open in just a few months.

"Looking ahead, RD4U plans to launch additional categories in the near future, with a particular focus on claims from individuals who have been most affected by the war, as well as claims related to damage or destruction of Ukraine's critical infrastructure. Other categories will then follow. A phased approach will ensure that the Register can facilitate the efficient submission of claims and prepare its own systems to process and record claims as quickly as possible," the statement said.

The Register expects an unprecedented number of applications, ranging from 6 to 8 million. In just the first category opened today, the Register anticipates receiving between 300,000 to 600,000 applications for compensation.

From the first days, those who have applied with a claim for damaged or destroyed property under the "eRestoration" program, documented damage in the Registry of destroyed and damaged property, and received an Inspection Act from local authorities will have the opportunity to submit claims to the Register.

But in just a few weeks, every owner of destroyed housing, including those in temporarily occupied territories, will be able to submit an application.

"We are proud of the remarkable progress RD4U has achieved in just nine months since its inception. We will soon begin receiving claims, a milestone that has been made possible by the unwavering commitment and support of the Council of Europe, our Participants and Associate Members, the Board and the Secretariat. As we mark this achievement, we recognise that it's only the beginning. Our focus now shifts to strengthening RD4U's capacity to receive and process claims. The Register is committed to being at the heart of this effort that will pave the way to a claims mechanism for fair and effective compensation," said the Executive Director of the Register of Damages for Ukraine, Markiyan Kliuchkovskyi.
