The relevant commission of the Russian government has approved a draft law that would give Vladimir Putin the authority to call up mobilization reservists not only during war or mobilization but also in peacetime, according to TASS, which reviewed the document. Under the draft, citizens in the mobilization human reserve could be assigned to carry out specific defense-related tasks during armed conflicts, counterterrorism operations, or when Russian armed forces are deployed abroad. They would be summoned for “special military trainings,” with the decision made by the head of state.

The draft clarifies that the new rules would apply only to those who have signed a contract with the Ministry of Defense to remain in the reserve. The explanatory note emphasizes that current legislation allows the use of reservists only during mobilization or wartime, and their use in peacetime is “not provided for.”

The draft law amends several key federal acts—“On Defense,” “On the Status of Servicemen,” and “On Military Duty and Military Service.” It introduces a new category of military gatherings called “special trainings,” which will become a third category alongside existing training and check-up gatherings mentioned in Article 54 of the law “On Military Duty and Military Service.” The duration of such trainings cannot exceed two months.
