The Vice Prime Minister for Reconstruction and Minister for Community and Territorial Development of Ukraine, Oleksii Kuleba, and the Head of the Office of the Japan International Cooperation Agency (JICA) in Ukraine, Hideki Matsunaga, signed a Grant Agreement, which officially launches the fourth phase of Ukraine's Emergency Recovery Programme.
This programme, implemented by the Ministry of Community and Territorial Development in collaboration with JICA, has already seen three phases, during which urgent responses were made to the needs of energy, transport, agriculture, medical, educational sectors, waste management from destruction, water drainage, water supply, and humanitarian demining. Equipment for municipal institutions in cities and regions was also provided.
With the signing of the Grant Agreement, cooperation within the framework of the Programme continues. The funding for Phase 4 amounts to 58 million USD.
"I am grateful to the government and people of Japan for their consistent support of Ukraine and reliable partnership. Since the start of the full-scale war, Japan has provided Ukraine with 12 billion USD in humanitarian and financial assistance. At the Ministry of Development, we have implemented joint projects totaling around 700 million USD. These include three phases of the Emergency Recovery Programme and the technical assistance project 'Emergency Recovery and Reconstruction Project.' The new funds under the Emergency Recovery Programme will ensure critical aid in areas such as humanitarian demining, energy, water supply, and infrastructure restoration. I hope for the continued strengthening and deepening of our partnership," noted Oleksii Kuleba.
Earlier, on February 28, 2025, Oleksii Kuleba and the Ambassador of Japan to Ukraine, Masashi Nakagome, exchanged notes ensuring the provision of a grant from the Government of Japan for the implementation of the fourth phase of the Emergency Recovery Programme. This paved the way for the signing of the Grant Agreement.
