Ukraine launches 5th Rapid Damage and Needs Assessment

Ukraine’s Vice Prime Minister for Reconstruction and Minister for Communities and Territories Development, Oleksiy Kuleba, announced the launch of the Fifth Rapid Damage and Needs Assessment (RDNA5), carried out by the World Bank Group, the Government of Ukraine, the European Commission, the UN, and other partners.

As a result of Russia’s aggression, the scale of destruction continues to grow daily. Russia systematically destroys energy, transport, and social infrastructure, blocks export routes, and creates threats to global food security.

Frontline areas are hardest hit, accounting for 82% of all documented damages. Housing losses stand at 13%, with over 236,000 buildings destroyed or damaged. Strategic sectors are suffering systemic destruction: energy facilities damaged in 2025 increased by 70%, and railway infrastructure has been attacked over 800 times this year alone.

RDNA5 will update the assessment of damage caused by Russian aggression from February 24, 2022, to December 31, 2025. Results will be presented in February 2026. The new report will use a comprehensive recovery approach and align with Ukraine’s 2026 Unified Project Portfolio (EPP-2026), prioritizing key reconstruction areas.

“The war Russia is waging against Ukraine continues, and so does the evolving map of destruction and needs. RDNA5 is our economic compass in this storm. It will allow us not only to measure losses accurately but also to plan Ukraine’s comprehensive recovery, laying the foundation for a resilient and European reconstruction. Every dollar and euro from our partners must be used as efficiently as possible,” emphasized Oleksiy Kuleba.

 

RDNA5 will provide a full, detailed assessment of the most affected sectors, including housing, transport, energy, industry and trade, agriculture, education and science, as well as water supply and sanitation.

The Ministry for Communities and Territories Development is responsible for housing, transport, municipal services, and infrastructure sectors. RDNA5 results will enable quality planning of comprehensive recovery for communities in the coming years.

Importantly, RDNA5 is conducted according to internationally recognized PDNA/RDNA standards (Post-Disaster/Recovery Needs Assessment), ensuring uniformity and transparency of data on damages and recovery needs, in line with international partner requirements.

The Ministry coordinates RDNA5 preparation on behalf of the Government of Ukraine, providing the necessary resources for effective collaboration between international partners and Ukrainian institutions.
