URC 2026: Ukraine presents $5 billion PPP recovery projects

The Ministry for Communities and Territories Development, as part of the Ukraine Recovery Conference (URC 2026), presented 15 public-private partnership (PPP) projects that are planned to be launched this year.

The ministry noted that overall this involves more than 30 projects with a total value of around $5 billion.

“Ukraine’s recovery is impossible without attracting private capital. That is why, in parallel with launching the Ukraine Transport Support Fund, together with our partners we are forming a systematic portfolio of public-private partnership projects,” the statement quotes Deputy Prime Minister for Reconstruction of Ukraine – Minister for Communities and Territories Development Oleksii Kuleba.

The list of priority projects includes:

  • Concession of the ferry terminal of the Chornomorsk seaport
  • Concession of the second terminal of the Chornomorsk seaport
  • Northern bypass of the city of Lviv
  • Cross-border road corridor M-09 / M-10 / M-11
  • Modernization of the Yahodyn – Kovel – Lutsk transport corridor (highways M-07 / M-19)
  • Reconstruction of the Odesa – Reni transport corridor (M-15)
  • Construction of 10 service zones on international highways
  • Concession of the “Sknyliv” intermodal hub of Ukrzaliznytsia
  • Concession of the Kyiv Central Railway Station complex
  • Concession of the Lviv railway station complex
  • Concession of the Odesa railway station complex
  • Reconstruction and technical modernization of the Kaidatska pumping and filtration station (Dnipro)
  • Construction of a new wastewater treatment plant in Uzhhorod
  • Reconstruction of water supply and sewage systems in the city of Khust (Zakarpattia region)

 

 

“We are not only talking about rebuilding infrastructure. We are talking about creating a new model for financing it. No state budget and no international aid alone can ensure the scale of transformation Ukraine needs,” Kuleba said.

Overall, the ministry plans to sign agreements worth more than €1.5 billion as part of URC 2026.
